Does anyone know if the HDMI out port on All-in-one PCs, supports HDMI ARC - in order to connect eg a sound bar ?

Out means output, as to a display or HDTV.
An HDTV will get its sound via the HDMI cable. A PC display also will, if it has internal speakers.
An HDMI ARC stands for audio return channel. That is where the sound bar will connect. The plain HDMI cable is for the video output.

since your AIO does not have the ARC symbol next to the port on your desktop PC the answer is no.
This is what an HDMI ARC capable device has near its HDMI port.
