Welcome from our Community Group<br />
Welcome to our community. This Welcome Pack has been<br />
produced by the <strong>East</strong> <strong>Belfast</strong> Ethnic Support Network in<br />
partnership with the <strong>Housing</strong> <strong>Executive</strong>. This is a guide to the<br />
services that people new to the area may find useful.<br />
<strong>East</strong> <strong>Belfast</strong> Community Development Agency<br />
<strong>East</strong> <strong>Belfast</strong> Community Development Agency exists to provide<br />
resources, support and capacity building programmes for<br />
community groups that are based on partnerships, equal<br />
opportunities and sustainable outcomes.<br />
EBCDA is the ‘umbrella organisation’ supporting community<br />
development in <strong>East</strong> <strong>Belfast</strong>. Our membership is made up of<br />
community groups drawn from an area that contains almost<br />
109,000 people. It is representative of a broad range of interests<br />
and needs within communities and encompasses a variety of<br />
groups, including local residents’ associations, faith based<br />
organisations, sports clubs, older people’s projects and women’s<br />
groups.<br />

We deal with housing, homelessness, response maintenance,<br />
estate management and local community development. We also<br />
provide advice on housing benefit and rent account management.<br />
Responsibility for processing housing benefit and rent accounting<br />

Introduction<br />
Arriving in a different community or country can be an exciting but<br />
also a challenging experience. Many aspects of daily life and<br />
services may be different here compared to the place you<br />
previously lived. To help you in settling into the local community<br />
this Welcome Pack will try to give you basic information about<br />
local services and how to access them.<br />
This community is very much committed to promoting equality of<br />
opportunity and good relations between the citizens in the local<br />
area. There is a vast amount of information already available and<br />
translated so this Welcome Pack aims to “signpost” the reader to<br />
where further information is available.<br />
This Welcome Pack can be:<br />

Who do I ring if there is an emergency?<br />
The Police Service (PSNI) operates 24 hours a day. 999 should<br />
be used for Emergency situations where there is a danger to life,<br />
a threat of violence or a serious crime. Each District Command<br />
Unit has a Hate Incident and Minority Liaison Officer. Information<br />

Where are the local educational resources?<br />
Free Pre-School Places (Children aged 0-4 years) are available<br />
in:<br />
• Nursery Schools.<br />
• Primary schools with a nursery class.<br />
• Voluntary and private playgroups that have preschool places<br />
funded by the <strong>Belfast</strong> Education & Library Board Pre-School<br />
Advisory Group.<br />
• Private day nurseries that have pre-school places funded by<br />
Pre-School Advisory Group.<br />
A child is entitled to ONE free place in a school, playgroup or day<br />
nursery.<br />
Many voluntary, private playgroups and private day nurseries may<br />
also have fee-paying places available to pre-school children.<br />
Attendance in Nursery schools and Primary schools can vary from<br />
two and half hours to four and half hours daily, five days per<br />
week. In the voluntary sector attendance is usually for three hours<br />
daily, five days per week.<br />
Age Qualification<br />
The target group is children who are aged three before 2nd July<br />
of the year they start Nursery school. If there are still places<br />
available younger children may be admitted to nursery schools or<br />
classes.<br />

Local Primary Schools (4-11)<br />
Attendance at primary school is compulsory for all children in the<br />
year when they reach their 5th birthday between the 2nd July one<br />
year and 1st July the following year.<br />
In-school Support for Ethnic Minority Pupils Inclusion, Access and<br />
Achievement are the stated goals of the Ethnic Minority<br />
Achievement Service within the <strong>Belfast</strong> Education and Library<br />
Board.<br />

• Plan individual support programmes for your child together<br />
with the school.<br />

Information on Post-Primary Schools (Children 11-18)<br />
Post-Primary Education Children start Post Primary School in the<br />
year of their 12th birthday and spend 5-7 years there. It is<br />
compulsory to attend school until aged 16 (Year 12) when GCSE<br />
examinations are taken. At 16 young people may leave school to<br />
start work, attend a College of Further Education to study other<br />
courses or continue in school. Pupils who stay at school until they<br />
are 18 will take 3 or 4 subjects. They take examinations at<br />
different times during years 13 and 14. These examinations are<br />
called AS and A level or NVQ and lead on to University or Further<br />

Where can I get information about local Childcare Provision<br />
and Young People Services?<br />
• The Early Years Team in South & <strong>East</strong> <strong>Belfast</strong> Trust can<br />
provide you with a list of registered childminders, Day<br />
Nurseries, Playgroups, Crèches, Out of School and Holiday<br />
Clubs. Telephone: 02890 564 977<br />
• A childminder will look after your child in their own homes,<br />
they are self- employed and can set their own rate of pay.<br />
• Day Nurseries offer care to 3 month-old babies and up to 12<br />
year-old children either half day or full-day session. They<br />
provide care on fee-paying basis.<br />
• Playgroups are for children aged 3 up to school age, usually<br />
3-4 hours and up to 5 sessions per week.<br />
• Crèche is a play and care facility for children whose parents<br />
or carers are occupied in some time-limited activities (e.g.<br />
training, conference, shopping or leisure)<br />
• Out of School and Holiday Clubs provide care for school<br />
aged children for up to 4 hours after school and school<br />
holidays.<br />
